Of course... when we say that it is raining cats and dogs, it does not literally mean that cats and dogs are falling from the sky! We use this idiomatic expression to state that it is raining VERY HEAVILY!!!
Next time you are in the middle of a rain storm, say...
IT IS RAINING CATS AND DOGS!
